Welcome to Indiana Conservation Voters (ICV), where our mission is to champion legislation that improves our state’s environment, economy, and competitive edge. With our core values of Cooperation, Power, and Integrity, we are dedicated to creating meaningful change for all Hoosiers by working with a wide range of stakeholders and educating lawmakers and the public about our priorities.

ICV’s initiatives focus on three main areas
Clean Air
Indiana’s manufacturing base has long been a cornerstone of our economy, but it has also contributed significantly to air pollution, particularly in disadvantaged urban and rural communities. Our clean air initiatives aim to reduce harmful emissions, create jobs by future-proofing key industries like steelmaking, and improve air quality for all Hoosiers. Key efforts include:
- Advocacy for Robust but Commonsense Policy – Advocating for stronger state and federal regulations and legislation to limit pollutants and emissions from industrial sources.
- Public Awareness Campaigns – Educating the public about the health impacts of air pollution.
- Support for Green Technologies – Encouraging the adoption of cleaner technologies and renewable energy sources in manufacturing, power generation, and transportation.
Clean Water
Indiana is one of the top three most polluted states in the US and ranks highest in the country for miles of polluted streams and rivers. Our poor water quality means our water costs more at the tap. The utility pipes that carry water to our homes are leaky, wasting water. Many utility pipes – whether because they are failing or because they are made of dangerous materials like lead – need to be replaced, which will cost millions of dollars. And some areas of the state are already experiencing water supply shortages – Hoosiers turn on the tap and no water comes out because there is low supply, inconsistent rain, and more water is demanded than is available. Our clean water initiatives focus on restoring and protecting our water resources. Key efforts include:
- Advocacy at the Indiana Statehouse – Advocating for enhanced state and federal regulations to limit pollutants from agricultural runoff, industrial sources, and outdated infrastructure. We are proud to have played a key role in stopping harmful legislation like HB1399, which would have weakened protections for Hoosier’s water. Our efforts continue as we push for a comprehensive water quality plan that safeguards our communities.
Public Awareness Campaigns – Educating the public about the health risks of water contamination and the importance of water conservation. Our petition for a comprehensive water quality plan continues to gain momentum, showing strong public support for clean and safe water.
Support for Sustainable Technologies – Promoting the adoption of green technologies and sustainable practices in agriculture, production, and water management to protect Indiana’s water resources and prevent future contamination.
Clean Energy
Toxic, outdated coal-burning power plants are yesterday’s technology. By properly transitioning electricity generation to cleaner sources, Indiana can create high paying jobs in manufacturing and construction, stop legacy pollution on our lands and waters, improve reliability and the grid, and reduce utility bills for businesses and consumers alike. Key efforts include:
Community Advocacy – We’re raising awareness about the economic and environmental benefits of renewable energy while fighting against utility companies like Duke Energy, who are pushing for unfair rate hikes on Hoosiers. Our campaigns empower the public to demand cleaner and more affordable energy options.
Mobilizing for a Renewable Energy Transition – We are actively advocating for policies that replace coal with clean energy sources like wind, solar, and geothermal. This transition will reduce harmful emissions, create jobs in growing industries, and ensure a sustainable energy future for Indiana.
- Support for Clean Energy Technologies – Encouraging the expansion and adoption of renewable energy technologies, from community solar programs to energy efficiency upgrades, to ensure all Hoosiers have access to affordable, reliable, and sustainable energy solutions.
