Independent Community Solar in Indiana: A Statewide Solution that Promotes Energy Freedom, Could Lower Energy Costs

As Hoosiers face rising energy costs and the urgent need for cleaner, more sustainable energy sources, community solar offers a path forward that is both practical and equitable. However, to fully realize the benefits of this innovative model, Indiana must enact independent community solar legislation—and this legislative session, three proposed bills could make that happen.
What Is Community Solar?
Community solar allows multiple participants—individuals, businesses, and organizations—to share the benefits of a single solar energy project. Instead of installing solar panels on your property, you can subscribe to a local solar project and receive credits on your electricity bill for your share of the energy produced. This model removes many of the barriers to solar adoption, such as high upfront costs, lack of suitable roof space or being a renter.
Why Does Community Solar Matter?

Why Indiana Needs Independent Community Solar Legislation
Despite the promise of community solar and widespread adoption across the country, Indiana’s current regulatory framework does not support independent community solar projects. That’s why we need the General Assembly to pass legislation that prioritizes:
- Establish clear guidelines for the development and operation of community solar projects.
- Ensure fair compensation for participants and equitable access to solar subscriptions.
- Encourage competitive and transparent markets for community solar development.
This legislative session, three bills have been introduced that could pave the way for a robust community solar program in Indiana. These bills aim to address the policy gaps that have hindered community solar development.
This legislative session, we are supporting House Bill 1371, House Bill 1581 and Senate Bill 541. These bills would enable independent community solar projects in Indiana to allow multiple participants—individuals, businesses, and organizations—to share the benefits of a single solar energy project.
