Meet Indiana’s 2025 Legislative Conservation Champions

At Indiana Conservation Voters, we work to protect and improve our air and water by educating Hoosiers and advocating for strong environmental and energy policies at the Statehouse.

At the beginning of the summer, we launched our Legislative Conservation Champions series to spotlight state lawmakers who made a positive difference during the 2025 General Assembly. Whether it was standing up for clean, affordable energy, protecting Indiana’s water supply, improving air quality for our communities or protecting voters, these lawmakers showed real leadership on the issues that matter most.

INDIANA HOUSE OF REPRESENTATIVES

State Representative Maureen Bauer

Rep. Bauer authored legislation to protect farmers and Hoosiers from PFAS contamination of biosolids applied to fields. She continues to be a strong voice for PFAS regulation and protecting the health of Hoosiers.

State Representative Alex Burton

Rep. Burton began his freshman session as a strong voice on the Utilities Committee eager to make an impact to ensure clean and affordable energy for all Hoosiers. He offered multiple amendments to improve Indiana’s energy future and protect good-paying jobs. 

State Representative Becky Cash

Rep. Cash is a strong advocate for keeping our water free of PFAS or “forever chemicals.” 

State Representative Carey Hamilton

Rep. Hamilton sponsored legislation that would have authorized independent community solar as a tool to make the benefits of renewable energy accessible to all Hoosiers. She also offered an amendment on the floor to remove harmful language from a bill attempting to eliminate energy efficiency building ordinances.

State Representative Matt Pierce

Rep. Pierce was a strong advocate for Hoosier ratepayers by trying to make sure large energy and water users pay their share of new energy generation and water infrastructure. He also  supported clean energy, such as solar and wind, the cleanest way to power Indiana. 

INDIANA STATE SENATE

State Senator Ron Alting

Sen. Alting listened to constituents and stood up for communities not always represented at the Statehouse by working with his colleagues on both sides of the aisle.  

State Senator Eric Bassler

Sen. Bassler was a strong supporter of local control, especially for water management. 

State Senator Liz Brown

Sen. Brown ensured a formula based approach to Indiana’s EV and hybrid registration fees instead of arbitrary percent increases. Additionally, she spoke out strongly against partisan school board races which will increase political division in schools and make it difficult for ordinary citizens and members of the military to serve their communities.

State Senator Brett Clark

Sen. Clark authored legislation to expand the Clean Water Indiana program and consistently supported responsible stewardship of our water resources and water quality.

State Senator Spencer Deery

Sen. Deery worked diligently to hold large water users accountable for his constituents. He ensured smart water resource planning by strengthening the permit requirements of long haul water pipelines and large water withdrawals. He also advocated for communities to make their own decisions about water and energy management of large buildings. 

State Senator Susan Glick

Sen. Glick authored legislation to protect our water resources and consumers and to expand the flexibility of the Clean Water Indiana program. She listened to her constituents and was thoughtful about the legislation she heard as Chair of Senate Natural Resources.

State Senator Andrea Hunley

Sen. Hunley was a strong voice this session for utility accountability and ensuring Hoosier ratepayers aren’t on the financial hook for experimental technologies. 

State Senator La Keisha Jackson

Sen. Jackson was a strong advocate for Indiana’s water quality and quantity. During her first year on the Senate Environmental Affairs Committee, she consistently listened to her constituents and advocated for responsible water policy.

State Senator Mark Spencer

Sen. Spencer sponsored independent community solar legislation this year that would have enabled solar energy systems where multiple customers, including households, small businesses, churches, schools, and local governments, could subscribe to receive a credit on their utility bill for a share of the power the solar panels produce.

State Senator Fady Qaddoura

Sen. Qaddoura was a strong voice on the floor and in his committees for Marion County, the City of Indianapolis, and Hoosier ratepayers. 

State Senator Kyle Walker

Sen. Walker was a strong supporter of smart energy decisions and carefully considered energy and water legislation that would impact Hoosiers.

State Senator Shelli Yoder

Sen. Yoder was a strong advocate for Indiana’s water quality and quantity while also thoughtfully executing her first year as Senate Minority Leader.
